Governor's Proclamation for CIBES Day-January 6th
December 15, 2005

AN OFFICIAL STATEMENT

WHEREAS, Dr. William J. Cibes, Jr., chancellor of the Connecticut State University System, has had an extraordinary career in public service and has made an immeasurable contribution to the State of Connecticut; and

WHEREAS, Dr. Cibes received a Bachelor of Arts degree from the University of Kansas in 1965 and earned a Ph.D. in politics from Princeton University in 1975; and

WHEREAS, Dr. Cibes began his academic career as a member of the department of government at Connecticut College; and

WHEREAS, Dr. Cibes also served for six terms as a Connecticut state representative from New London; and

WHEREAS, Dr. Cibes was appointed by Governor Weicker to be the Secretary of the Office of Policy and Management in 1991, where he remained until he was selected to be the President, then Chancellor, of the Connecticut State University System; and

WHEREAS, as chancellor, Dr. Cibes was responsible for the implementation of all decisions and policies of the board and for the satisfactory operation of all the institutions within the system; and

WHEREAS, Dr. Cibes was a strong advocate for the use of technology in the classroom and oversaw the beginning of online courses offered by the Connecticut State University System; and

WHEREAS, with his talent for leadership and passion for public service, Dr. Cibes will be deeply missed; and

WHEREAS, on January 6, 2006, the IMPAC-Connecticut State University Young Writers Trust will host the "Thank you Bill: A Celebration of Words & The Man" gala to commemorate the impact Dr. Cibes has had on Connecticut's youth; now

THEREFORE, I, M. Jodi Rell, Governor of the State of Connecticut, in recognition of his dedicated service to the academic excellence of thousands of Connecticut's students, do hereby officially proclaim January 6, 2006, as:

DR. WILLIAM J. CIBES, JR. DAY
in the State of Connecticut.
